Abstract

The Italian unemployment compensation system is highly fragmented: there are a number of specific unemployment insurance schemes with very different criteria for entitlement, duration and replacement ratio of the benefits. Large segments of labour force are not covered, and the interaction with ALMPS is definitely marginal. Furthermore in Italy there is no minimum income scheme for those persons without (or with poor) earnings. The paper analyzes each unemployment compensation scheme focusing on its institutional characteristics and assessing how it works. Besides, it ptoposes a set of policy reforms for creating a new unemployment insurance and benefits system, that would grant income stability during employment transitions, while introducing work incentives, in the perspective of the so-called "flexicurity".
