El impacto del Programa de Capital Semilla del Sercotec en Chile

Abstract

Este trabajo busca medir el impacto del Programa de Capital Semilla del Servicio de Cooperación Técnica (Sercotec) en las empresas de menor tamaño en Chile. Los resultados son mixtos. Por un lado el impacto en las ventas aparece con signo positivo pero la significancia estadística depende del modelo utilizado. Respecto del número de empleados sí se encuentran resultados positivos y estadísticamente significativos cualquiera sea el modelo utilizado. Los resultados también muestran que el haber pasado por el programa no tiene incidencia en la probabilidad de conseguir financiamiento posterior. Este análisis resalta la importancia de poder diferenciar los programas de fomento productivo de los programas de carácter social. Además, se presentan sugerencias de mejoras en la política pública de fomento al emprendimiento de las pequeñas empresas en Chile. Estas sugerencias pueden ser interesantes también para otros países de la región que enfrentan desafíos parecidos en términos del fomento productivo al emprendimiento privado como mecanismo para generar desarrollo económico.
