Implementation ökonomischer Steuerungsansätze in die Raumplanung

Abstract

Das anhaltend hohe Siedlungsflächenwachstum stellt die Raumplanungsebenen in Deutschland vor die Notwendigkeit, sich stärker am Ziel der Begrenzung des „Flächenverbrauchs“ zu orientieren. In diesem Zusammenhang gibt es nun Überlegungen, das traditionell ordnungsrechtliche Instrumentarium der Raumplanung durch so genannte „Ökonomische Steuerungsansätze“, also finanzielle Anreizmechanismen, zu ergänzen. Dies gilt insbesondere mit Blick auf die flächenschutzpolitische Regulierung der kommunalen Baulandausweisung. Entsprechende Überlegungen sind Gegenstand des vorliegenden Aufsatzes. Dieser legt zunächst einmal die Vorteilhaftigkeit eines solchen Konzeptes dar und befasst sich dann mit der Frage, welche allgemeinen Vorgaben die Raumplanung für die instrumententechnische Ausgestaltung ökonomischer Steuerungsansätze machen müsste. Im Weiteren wird dann für eine Reihe alternativer ökonomischer Steuerungsansätze (Flächenausweisungszertifikate, Baulandausweisungsumlage, flächenschutzbezogene Finanzzuweisungen, Umlage-Zuweisungs-Modell) aufgezeigt, wie die Verknüpfung mit raumordnungspolitischen Zielen konkret aussehen könnte.
