Trade creating oder Trade diverting - Ökonomische Perspektiven auf den Abbau technischer Handelshemmnisse in multilateralem oder regionalem Rahmen

Abstract

Neuere Freihandelsabkommen wie die geplante Transatlantische Handels- und Investitionspartnerschaft (TTIP) beinhalten den Abbau regulatorischer Unterschiede. Die Überwindung technischer Barrieren verursacht im Unterschied zu klassischen Instrumenten der Handelspolitik wie Zöllen und Quoten realen Ressourcenaufwand und generiert keine Renten. Dieser Beitrag präsentiert stilisierte Fakten üuber die Implementierung technischer Barrieren und analysiert aufbauend auf den Erkenntnissen der sog. "neuen neuen" Außenhandelsliteratur die Wirkungen des Abbaus regulatorischer Fixkosten. Die gegenseitige Anerkennung von Standards führt zu mehr Handel als Harmonisierung von Standards, wenn Konsumenten die Produktvielfalt wichtig ist und/oder die Anpassungskosten, um auf einen gemeinsamen Standard zu kommen, hoch sind. Die theoretischen Überlegungen werden, wenn möglich,durch empirische Evidenz ergänzt.
