Abstract

"This publication investigates the structure and dynamics of self-employed people in Germany receiving basic income support (unemployment benefit II). Based on data from the IAB administrative panel and the PASS panel survey the researchers find that self-employed are better qualified than other recipients. In spite of long working hours, their income is in most cases extremely low. The study identifies by means of a cluster analysis four classes of self-employed recipients: self-employed who provide for large households and thus have high needs, self-employed (with employees) in a business crisis, people in unprofitable self-employement without employees, and job-seekers who increase their income by small-scale self-employment without employees."
