Abstract

Ce rapport de recherche aborde, sous les angles économiques, sociaux et politiques, la question des effets de la variation des prix du pétrole sur la mobilité, et indirectement sur les émissions de CO2. • La première partie s'intéresse d'abord au contexte de la production pétrolière et de la rareté probable liée à la logique du « peak oil ». Ce contexte énergétique est ensuite relié aux phénomènes de saturation et de substitution que l'on observe actuellement dans la mobilité des personnes. • La seconde partie se concentre sur la question de l'automobilité. Elle observe d'abord les comportements des ménages tels que nous les révèle le panel « Parcauto ». La question de la tarification et de la taxation de l'automobilité est ensuite abordée. • La troisième partie aborde la question sociale. Quelles évolutions des modes de vie, des structures et des pratiques familiales se cachent derrière les grandes tendances observées dans les deux premières parties ? Un détour par la Suisse nous permet de comprendre à la fois les tendances générales des pays européens développées et les spécificités suisses. Une approche microsociologique est ensuite présentée, qui s'intéresse aux ménages vivant dans les zones péri-urbaines, pour lesquels la mobilité reste souvent un casse-tête. • La quatrième partie est enfin consacrée à la question des inégalités et de l'équité. La voiture a longtemps été un facteur de réduction des inégalités, est-ce toujours vrai ? Et si la tarification de la voirie routière devait se développer, par exemple sous la forme du péage urbain, peut-on identifier les gagnants et les perdants ? La réponse est positive et n'est pas celle que nous inspire le sens commun !
