Abondance d'éducation peut -elle nuire ? Une histoire des théories de économiques de la sur-éducation

Abstract

Depuis longtemps l'économiste s'est préoccupé du développement de la capacité productive du travail. L'éducation se trouve naturellement au cœur de ces préoccupations qui conduisent à la notion d'optimisation en matière d'enseignement. L'article propose une vision historique du débat économique concernant la sur-éducation. Une lecture chronologique suggère de découper la période d'analyse en deux sous-périodes. La période précédant la deuxième guerre mondiale constituerait alors la préhistoire du concept. La période est peu propice à l'ébauche d'un consensus sur le statut et la place de l'éducation et s'avère en outre riche en controverses sur ses modalités d'organisation et de financement. Dans ce contexte, le débat sur la sur-éducation a tendance à se déplacer sur le terrain du risque de prolétarisation des intellectuels. La période suivante voit émerger, non sans difficultés notamment par rapport aux autres sciences sociales, le concept consolidé qui va pouvoir se développer à l'intérieur de l'économie de l'éducation. L'article balaie les raisons (conjoncture, environnement théorique) de cette réticence initiale de la nouvelle discipline à traiter du problème et pointe les travaux séminaux qui ont donné à la sur-éducation sa définition canonique.
