Farm household production under CAP reform : the impact of borrowing restrictions

Abstract

Le modèle de cycle de vie des ménages agricoles est utilisé afin d'analyser les conséquences de la réforme de la PAC sur les variables de contrôle du ménage quand ce dernier est contraint sur son endettement. Cette contrainte implique que décisions de production et de consommation sont liées à la différence du modèle récursif où décisions de production sont indépendantes des décisions de consommation. Le modèle est calibré pour reproduire la situation moyenne des exploitations céréalières spécialisées françaises et les simulations montrent que l'effet négatif de la baisse du prix du produit sur l'offre est plus faible dans le modèle contraint que dans le modèle récursif, et que l'effet de la baisse du prix sur l'offre est même souvent positif à long terme dans la mesure où cette baisse tend à atténuer l'impact des contraintes d'endettement.
