Les déterminants des budgets militaires

Abstract

La détermination des dépenses militaires a fait l'objet d'une grande littérature économique. Il est incontestable que le PIB et la richesse nationale influencent le niveau du budget militaire. Sur cette base, les économistes ont développé des modèles de course aux armement, intégrant les griefs entre les Etats et les effets d'inertie des dépenses. Cependant, bien d'autres facteurs peuvent être mis en exergue, notamment l'évolution des menaces, la naissance de nouvelles armes, la volonté de puissance d'un Etat, les alliances, l'existence d'une industrie nationale d'armement, l'essor de la recherche-développement militaire, le budget de l'Etat ou la prise en compte des valeurs du futur.
