« Les actifs productifs influencent-ils le niveau de revenu en milieu rural ? Evidence empirique issue de Shabunda/Est de la RD Congo »

Abstract

Le débat actuel sur la lutte contre la pauvreté durable tend à cibler les actifs que possèdent les pauvres plutôt que leur consommation ou leurs revenus. Cet article s'inscrit dans l'« asset-basedapproach » où l'objectif est d'identifier l'influence de la détention d'actifs productifs sur le niveau de revenu dans les régions rurales de l'Est de la RD Congo, en particulier, à Shabunda. Nous avons utilisé le modèle de régression logistique ordonnée pour en identifier l'influence, et l'Analyse en Composante Principale pour déterminer les pondérations des actifs nécessaires à la construction de l'indice d'actifs productifs. L'analyse a porté sur 142 sujets. Les résultats montrent d'une part, qu'il existe une surreprésentation d'individus pauvres en actifs productifs et une prévalence d'inégalités dans la distribution des actifs productifs à Shabunda ; et d'autre part, que les actifs humains (le temps de travail) et naturels (la terre) influencent positivement et significativement le niveau de revenu à Shabunda. Ainsi, les politiques centrées autour de ces actifs permettraient aux ménages ruraux de Shabunda d'escalader les échelons de revenu. Abstract The currentdebate on the fightagainstpersistent poverty tends to targetassetsowned by the poorratherthantheirconsumption or incomes. This article is consistent with the asset-basedapproach, whose objective is to identify the influence of the holding of productive assets on the incomelevel in rural DR Congo, particularly in Shabunda. We have applied the orderedlogisticregression model to identifyits impact, and the Principal Component Analysis to determine the weightings of assetsthat are necessary to the making of the productive asset index. The analysisencompassed 142 subjects. Resultsreveal, on the one hand, thatthereexists an overrepresentation of poorindividuals in productive assets and a prevalence of inequalities in the distribution of productive assets in Shabunda, and, on the other hand, thathumanassets (work time) and naturalones (land) influence positively and significantly the incomelevel in Shabunda. Thus, policiescentered on theseassetswouldallowShabunda rural households to climb up the echelons of income.
