L'OMC et l'acte III de la globalisation

Abstract

Dans cet article, l'auteur aborde les contradictions de l'économie politique mondiale au travers du prisme des négociations commerciales multilatérales et de l'agenda de l'OMC. Il soutient la thèse que l'enlisement de l'agenda de Doha pour le développement est un révélateur des problématiques majeures de la phase actuelle de la globalisation : rééquilibrage des rapports de richesse et de puissance, contestabilité des compromis entre capitalismes établis et capitalismes émergents, défaut des régulations systémiques, soutenabilité sociale et écologique des modèles de croissance. Il formule la conjecture que la période post-crise 2007, qu'il nomme l'acte III de la globalisation, constitue un moment de repolitisation du régime d'accumulation globalisée et qu'elle emprunte la voie de la sécurisation des enjeux de gouvernance globale. L'article s'interroge sur la soutenabilité et la faisabilité de cet agenda naissant de la globalisation.
