La formation de la stratégie : la mise en boucle d'articulations duales

Abstract

L'entreprise de services de réseau présente un ensemble de caractéristiques qui permet de discuter la dichotomie formulation/mise en œuvre de la stratégie. Cette dichotomie distingue très clairement la pensée, la réflexion stratégique le plus souvent réservées au top management, de l'action, la réalisation et l'exécution de cette bonne pensée par le personnel opérationnel, plus généralement située au pied de la pyramide. L'entreprise de services de réseau se caractérise par une sorte de siège administratif où les directions fonctionnelles sévissent, chargées de gérer, de fournir ressources et valeurs aux multiples sites dispersés sur le territoire qui distribuent les services de l'entreprise. Cette forme d'organisation étendue ou encore éclatée suggère une reconfiguration des fonctions des managers et des nouvelles formes d'apprentissage capables d'encourager et d'absorber les émergences, et de fait une nouvelle stratégisation. Cet article souhaite d'une part proposer une conceptualisation simplifiée de la formation de la stratégie des grandes entreprises de services, laquelle s'appuie sur une revue de la littérature et deux études de cas (Adecco et Gaz de France-Transport) et d'autre part, soumettre des leviers managériaux habilitant et contraignant ce processus de stratégisation.
