La sécurité, question clé des relations gazières entre l'UE et la Russie

Abstract

La sécurité gazière et les risques économiques occupent une place particulièrement importante entre l'UE et la Russie. Les relations gazières entre l'UE et la Russie ont été déstabilisées en profondeur par des changements institutionnels majeurs avec d'un coté l'effondrement de l'Union soviétique et son modèle d'organisation des industries des hydrocarbures et de l'autre la libéralisation des industries gazières de l'UE. L'objectif de cet article est au travers d'une analyse de type néo-institutionnaliste d'analyser les raisons de cette détérioration. Les enjeux économiques sont de première importance. Mais il est également défendu que les difficultés à définir de nouvelles relations gazière entre ces deux ensembles sont plus largement l'expression d'un conflit de valeur et de normes avec la mise en cause par la Russie du pouvoir de l'UE d'édicter les règles en matière d'organisation des marchés et des industries gazières.
