Abstract

Face à la rareté de ressources (espace / congestion et argent public) et aux contraintes environnementales, l'enjeu est aujourd'hui de trouver de nouvelles régulations pour améliorer l'efficacité du système de transport.Ce papier cherche à élaborer un cadre d'analyse de l'acceptabilité des changements tarifaires dans le secteur des transports. En s'inspirant des travaux de J. Rawls, ce cadre analytique de l'acceptabilité se développe sur la combinaison des dimensions de l'efficacité économique (orienter efficacement la demande), de l'équité territoriale (garantie d'accessibilité), de l'équité horizontale ( principe d'usager-payeur), et de l'équité verticale (bien-être des plus défavorisés).
