Le pouvoir russe face aux contradictions d'une économie rentière

Abstract

Dans son acception classique, la rente est un revenu procuré par la détention exclusive d'un actif, qui excède le niveau moyen des profits. Ce chapitre explore les modalités par lesquelles la rente pétrogazière a affecté l'économie russe depuis le début des années 2000. Au delà de l'approche mécaniste proposée par le modèle néo-classique de la Dutch Disease, nous utilisons les outils d'analyse d'une économie institutionnelle (notamment l'approche en terme de régulation) pour montrer les effets institutionnels et politiques de la rente en Russie. Nous en déduisons une analyse des fluctuations de l'économie russe depuis vingt ans qui montre les fondements de l'érosion du mode de régulation gazpromien de l'économie russe, et le rôle du leadership politique actuel dans cette érosion, percutée par la guerre d'invasion de l'Ukraine.
