Abstract

Ce chapitre interroge, dans une perspective de genre, la genèse et les transformations de la catégorisation des mères seules précaires en France, en les comparant à celles de quelques autres pays européens ayant connu des évolutions similaires. Il s'intéresse aux concepts et aux arguments mobilisés, mais aussi aux facteurs d'évolution et aux échelles (nationale ou supranationale) de cette catégorisation. Il montre que les mères seules précaires ont été d'abord appréhendées en France sous l'angle d'une catégorie familiale marginale et vulnérable. Avec la catégorie des « parents isolés », elles sont devenues une cible de politiques maternalistes d'aide sociale les dispensant provisoirement de l'obligation de chercher un emploi. Les politiques d'activation (ou de retour à l'emploi) promues à l'échelle européenne en ont fait au contraire une catégorie à activer, mais sans parvenir à l'ériger en catégorie émancipatrice.
