Réduire la durée du travail : quelles conséquences ?

Abstract

Opinions are sharply divided regarding the consequences of a reduction in the working week; some view it as a panacea for growing unemployment, while others regard it as a threat to the competitiveness of French firms and, ultimately, to employment. In order to encompass the totality of interactions which would follow from a reduction of the work week the authors have used the macroeconomic models of the INSEE known as DMS and METRIC. They have also required that the conditions of reduction in working time (for example, maintenance of salary levels and reorganization of work) be specified and the possible reactions of firms taken into account. The simulations completed show that a reduction of working week by one hour would reduce the number of unemployed by 60,000 to 11 5,000, depending on the methods used. However, if the reduction of work time is not accompanied by an adequate reorganization within firms, and if its impact on labor cost were excessive, there would be a great risk of an uncontrolable rise in prices and an increase in the foreign trade deficit.
