Measuring willingness to pay for drinking water quality using the econometrics of equivalence scales

Abstract

Les objectifs de ce document sont tout d'abord de proposer puis de mettre en oeuvre, dans le cas de la France, une méthode d'évaluation du consentement à payer (CAP) des consommateurs puis un accroissement de la qualité d'eau du robinet. Cette méthode est indirecte et est fondée sur l'observation des dépenses d'eau en bouteille et de boissons non alcoolisées des ménages. En raison de l'absence de mesure de variables importantes et de par la nature même du problème, l'utilisation directe des deux approches couramment utilisées, celle des dépenses de protection et celle du bien public en tant que caractéristique d'un bien de consommation, est impossible. Aussi, les auteurs développent un cadre d'analyse spécifique en s'appuyant sur les concepts de complémentarité et de substituabilité faibles. Ils montrent ensuite comment l'utilisation des modèles employés pour la mesure d'échelles d'équivalence permet d'utiliser leur cadre d'analyse empiriquement. Enfin, à partir des données des enquêtes alimentaires de l'INSEE de 1979 à 1991, ils estiment le CAP des consommateurs des régions de plaines industrielles et agricoles (nord, nord-est de la France) pour obtenir une eau du robinet de qualité équivalente à celle des régions de montagne. Les résultats obtenus sont relativement instructifs.
