Abstract

The reduction of military spending is often claimed, but the need for security of the Nations promotes reluctance and even leads to an arms race. It has been proposed to create the International Disarmament for Development Fund that, however, comes up against the political will of the States, the definition of military expenditure, the secrecy of defence information and the question of the conversion of military industries. Beforehand, it is necessary to initiate a full analysis of the economic consequences of disarmament before projecting the "peace dividends" towards international aid through a transfer of resources. Then, it is a question of thinking of the constitution of a Fund, its organization and economic and political efficiencies.
