The impact of environmental regulations on the efficiency of arable farms in France and Germany

Abstract

Les externalités négatives provenant des activités agricoles intensives sont l'objet d'une attention croissante de la part des Etats membres de l'Union européenne. Bien qu'il soit difficile d'évaluer l'impact réel de la politique agricole commune (PAC) sur l'environnement et le paysage, il ne fait aucun doute quant à ses conséquences sur le développement et l'intensification du secteur agricole. Depuis quelques années, les objectifs de la politique agricole centrés sur l'augmentation de la productivité agricole ont évolué vers des objectifs de développement d'une agriculture compétitive et durable. Désormais les exploitations sont progressivement conduites à choisir des plans de production plus respectueux de l'environnement tout en restant compétitives. Parmi plusieurs combinaisons de biens et d'émissions de pollution, les producteurs vont être incités à choisir des plans de production qui maximisent les biens désirés tout en minimisant les résidus polluants. Dans un premier temps, cet article propose une analyse de l'efficacité productive des exploitations céréalières d'Allemagne et de France, puis, dans un second temps, évalue l'impact de mesures de politiques environnementales sur cette efficacité. Ces mesures seront calculées en utilisant une approche non paramétrique Data envelopment analysis, DEA et une approche paramétrique Stochastic frontier analysis, SFA. Les résultats obtenus sont ensuite utilisés pour déterminer quels types d'exploitations céréalières sont les plus efficaces en Allemagne et en France et quelles améliorations techniques et environnementales on peut attendre des politiques environnementales.
