Sugar market liberalization : modeling the EU supply of "C" sugar

Abstract

Les différentes évaluations d'une libéralisation multilatérale des marchés sucriers conduisent à des résultats divergents. Une cause possible semble venir de la modélisation de l'offre européenne. Les auteurs envisagent trois types de liens entre les productions sous et hors quotas : (i) l'existence de coûts fixes supportés par la production sous quotas, (ii) un comportement d'assurance pour faire face à d'éventuels mauvais rendements et (iii) la production de sucre C pour se créer des références en vue de réformes. La modélisation de ces trois effets conduit à l'introduction d'une subvention croisée entre les productions hors et sous quotas. La spécification résultante est intégrée dans un modèle d'équilibre général calculable avec lequel on simule les effets de la proposition de réforme de juillet 2004. Il est alors montré que cette réforme ne suffira pas pour ne plus avoir de subventions aux exportations européennes. Comme attendu, l'ampleur des subventions restantes va énormément dépendre de la manière dont est modélisé l'offre européenne.
