La qualité de l’environnement, nouvel enjeu de la réforme de la politique agricole commune

Abstract

La croissance des coûts budgétaires et des charges pesant sur les consommateurs-contribuables, la surproduction et le non-respect des conventions internationales caractérisent la crise de la Politique Agricole Commune (PAC). Les pollutions d'origines agricoles et la dégradation des paysages ruraux favorisent par ailleurs un mouvement de contestation des fondements productivistes de la PAC. Dans ce contexte, nous nous proposons de présenter et d'étudier trois scénarios de politique économique susceptibles d'améliorer la qualité de l'environnement et de résoudre la crise de la PAC (une politique conservatrice, une politique libérale interventionniste et une politique libérale marchande). Nous montrons, dans une première partie, les insuffisances de simples mesures fiscales en faveur de l'environnement sans réformes structurelles de la PAC. Dans une seconde partie, nous examinons les avantages d'une politique d'intégration de l'environnement dans une politique agricole de libre-échange. Dans une troisième et dernière partie, nous développons l'idée que les politiques agricoles et environnementales sont indissociables de la politique d'aménagement du territoire, la question étant de savoir comment diversifier au mieux les usages de la terre, pour répondre à la demande environnementale et absorber la surproduction de bien agricole.
