L’Algérie et l’OMC : je t’aime, moi non plus !

Abstract

L'Algérie constitue un cas d'école dans l'illustration de l'enfermement d'une économie ; c'est l'exemple, poussé à la caricature, d'un pays qui s'est condamné lui-même à la malédiction de la rente. Axée sur le pétrole et le gaz - qui demeurent encore aujourd'hui les principales sources d'énergie dans le monde – l'économie algérienne s'enlise. Tous les efforts que l'Algérie déploie depuis 1987 pour intégrer l'OMC ne suffisent pas ; le pays est au pied du mur. L'alternative qui s'offre à elle est la suivante : intégrer le commerce mondial dans sa configuration actuelle et affronter la concurrence et les coûts de transaction liés à l'adhésion à l'OMC ou prendre le temps de restructurer son économie et de la renforcer en dehors du secteur des hydrocarbures pour arriver plus forte sur la scène internationale. Autrement dit, alors qu'en mars 2014, l'OMC s'est dite très favorable à l'accession rapide de l'Algérie, reconnaissant des progrès substantiels dans son régime commercial, la question se pose de la pertinence de cette adhésion dans le contexte actuel. Nous nous proposons donc d'examiner les enjeux liés à l'adhésion de l'Algérie à l'OMC et d'apporter quelques éléments d'éclaircissement sur les avantages à en tirer et sur les défis à relever. Il ne suffit pas de lister d'une part les aspects positifs et d'autre part les aspects négatifs, il s'agit de les contextualiser et de dire si au final, l'adhésion de l'Algérie à l'OMC constituera un aiguillon pour accélérer les réformes ou une solution dangereuse et prématurée.
