La croissance du revenu des retraités en Europe peut-elle être considérée comme pro-pauvres ?

Abstract

Récemment, la possibilité d'étendre aux hommes la majoration de durée d'assurance accordée aux femmes et comptant pour le calcul des droits à la retraite a fait débat, suite à un arrêt de la Cour de cassation de 2006, confirmé en 2009. Cet arrêt, fondé sur l'article 14 de la Convention européenne des droits de l'homme, conclut qu'il n'existe aucune différence " objective et raisonnable " entre une femme n'ayant pas interrompu sa carrière pour élever ses enfants et un homme ayant élevé seul ses enfants. Cette majoration de durée d'assurance a pour objectif de pallier les inégalités de retraite entre hommes et femmes. Des motifs professionnels sont souvent à l'origine des inégalités de genre entre retraités. C'est pourquoi plusieurs pays européens cherchent à développer des mécanismes de compensation à destination des femmes. Ce type de mesure peut être inclus dans un ensemble de politiques sociales à but redistributif à destination des retraités. Bien comprendre l'effet des mesures de redistribution semble nécessaire dans un contexte de réformes parfois structurelles des systèmes de retraite visant à assurer la pérennité des systèmes par répartition.
