Ricerca spaziale e sviluppo regionale: quali relazioni?

Abstract

La ricerca illustra, nel quadro generale dell’economia della conoscenza, lo stato della space economy e, in tale ambito, dell’osservazione della Terra (d’ora in poi OT). Per superare l’attuale compressione spazio-temporale, è necessario che i conflitti sociali evolvano in cooperazione sociale, in quanto tutti gli individui e le istituzioni sono chiamati a svolgere un ruolo nell’attivazione di un processo di trasformazione resiliente verso uno sviluppo sostenibile, cioè nell’elaborazione di una concezione sostenibile dello spazio e del tempo. In un quadro generale caratterizzato da disuguaglianze multidimensionali causate da costi di distanza sociali, territoriali ed ambientali è necessario elaborare azioni mirate a sradicare forme persistenti di marginalizzazione, povertà ed esclusione anche al fine di promuovere la mobilità sociale. In particolare, l’attenzione deve essere rivolta verso gruppi di esclusi e luoghi periferici presenti e futuri, al fine di dare attuazione al principio di equità intergenerazionale e intragenerazionale. Partendo da queste premesse, l’OT può svolgere un ruolo chiave nella raccolta di informazioni ambientali (e non solo) su scala globale, fornendo un contributo rilevante al raggiungimento della maggior parte degli Obiettivi di Sviluppo Sostenibile, come ampiamente documentato dal Gruppo di Osservazione della Terra (GEO, 2017). Inoltre, la catena del valore dell’OT può contribuire all’attivazione di numerosi settori di attività appartenenti alla space economy e più in generale all’ambito scientifico, ciascuno dei quali può generare, a sua volta, ricadute tecnologiche in molti altri settori di attività economica.
