Le salaire minimum: une protection supplementaire du rapport de force des syndiques?

Abstract

Les etudes econometriques recentes sur les decisions de syndicalisation ont commence a utiliser des micro-donnees sur les travailleurs et/ou sur les entreprises. Ces etudes ne se limitent pas aux seuls determinants du statut syndical des individus. Elles sont motivees, dans la plupart des cas, par la modelisation des effets salariaux du syndicalisme. Pour notre part, nous analysons les determinants de la syndicalisation a partir de donnees transversales relatives aux travailleurs canadiens des industries primaires et manufacturieres. En s'inscrivant dans la lignee d'une grande partie des travaux empiriques portant sur la question, nous utilisons le systeme de Lee (1978) et nous le modifions en vue de l'appliquer a un contexte ou il existe un salaire minimum garanti par la loi. Nous utilisons la variation interprovinciale des salaires minimums au Canada en vue d'une part, de confronter les hypotheses de substitution et de complementarite relatives au role de l'Etat; d'autre part, de verifier l'hypothese selon laquelle le salaire minimum donne lieu a un effet de debordement sous forme d'emulation salariale. Les resultats obtenus, pourraient etre d'une certaine utilite au niveau des politiques publiques, en particulier lorsqu'il s'agit de proceder a une revision de la legislation de travail.
