La RSE dans les relations de sous-traitance : déterminants, diffusion et changements

Abstract

La globalisation de l’économie a conduit les grandes entreprises ces vingt dernières années à recourir à des réseaux étendus de sous-traitants. Parallèlement, depuis les années 90 on assiste au développe-ment de la notion de responsabilité sociale des entreprises (RSE) en réaction aux pressions exercées par les différentes parties prenantes. Face à ces évolutions, le management des entreprises est devenu plus complexe puisqu’il doit concilier à la fois des exigences économiques et des exigences sociales. Nous étudions les politiques RSE dans les achats menées par trois enseignes du secteur de l’ameublement. En prenant appui sur une analyse de la littérature relative au management responsable de la chaîne d’approvisionnement, sur une étude qualitative réalisée auprès de ces trois donneurs d’ordre et sur une enquête par questionnaire visant à interroger leurs fournisseurs, cette communica-tion se propose de répondre aux questions suivantes : Quels sont les facteurs explicatifs des politiques d’achats socialement responsables ? Quels sont les changements apportés par ces démarches RSE chez les donneurs d’ordre et chez leurs sous-traitants ? Les principaux facteurs qui se dégagent de notre étude sont : la recherche de bénéfices, les valeurs organisationnelles, le leadership des dirigeants et le type de relation de sous-traitance. En effet, une même entreprise peut mettre en œuvre des stratégies différentes selon la nature de ses relations avec ses fournisseurs. A partir de là, le niveau de RSE dans les achats peut être plus ou moins élevé. Il se traduit par des pratiques, des dispositifs différents selon les entreprises et s’accompagne de changements organisationnels plus ou moins importants. Alors que les discours des donneurs d’ordre sur la RSE s’inscrivent dans une optique gagnant-gagnant, les opinions des fournisseurs sur les changements provoqués par la démarche RSE (en matière de performance, de coûts) varient au sein d’une même enseigne et d’une enseigne à l’autre.
