The Economic Impacts of the Clean Power Plan: How Studies of the Same Regulation can Produce such Different Results

Abstract

The main objective of the paper is to of add clarity to the debate over the economic effects of regulations like the CPP. It is shown that studies of the same regulation using similar methodologies can arrive at very different conclusions when they make different assumptions regarding the future of clean energy and future decisions of policymakers.
