Courbe de Beveridge et demande de qualifications

Abstract

Cet article analyse les causes possibles de la détérioration de la relation observée entre emplois vacants et chômage (la courbe de Beveridge). L’analyse est basée sur un modèle macro-économique distinguant deux niveaux de qualification, dans lequel les entreprises peuvent être contraintes soit par un manque de débouchés, ou par un manque de capacités de production, ou encore par un manque de main d’œuvre qualifiée et de l’inadéquation entre structure de l’offre et structure de la demande de travail en termes de qualifications. Les résultats d’estimation sur données annuelles (1962-89) suggèrent un faible accroissement des frictions et un accroissement appréciable des problèmes structurels. Le taux de chômage structurel serait ainsi passé de 1,12% en 1962 à 6,41% en 1989 (le taux de chômage observé est passé de 1,42% à 9,51%). Le déplacement observé de la courbe de Beveridge semble donc correspondre à un phénomène bien réel, et non à un simple artefact statistique.
