La debilidad del Ministerio de Educación y la politización de la educación pública en Colombia: dos problemas a enfrentar en el Plan Decenal

Abstract

“En las discusiones sobre los problemas educativos del país hay algún consenso acerca de los objetivos generales de las políticas del gobierno en el sector para los próximos cinco anos: universalizar la educación básica (y uno o dos anos de preescolar) y mejorar la calidad de la educación que se imparte en nuestras escuelas. Sin embargo, hay menos consenso, y sobre todo menos claridad, en cómo lograrlo, y en qué obstáculos hay que enfrentar, y vencer, para facilitar el logro de tales objetivos. En este documento, orientado a alimentar el debate en torno a las propuestas del plan decenal de educación, me referiré a dos problemas (entre otros muchos) que en mi opinión han impedido que esfuerzos pasados y presentes por mejorar la educación de los colombianos hayan dado mejores frutos: en primer lugar, la poca capacidad del Ministerio de Educación Nacional (MEN) para adelantar políticas nacionales y para imponer estándares mínimos a lo largo del país, la cual ha sido una debilidad heredada históricamente; y en segundo lugar, la aguda politización de la administración de la educación pública en el país. Al final del documento se presentan algunas recomendaciones orientadas a resolver estos dos problemas.”
