La tierra para uso agropecuario en Colombia: equidad y productividad

Abstract

Este estudio de Fedesarrollo, financiado por el Fondo Rodrigo Botero Montoya, analiza los problemas de equidad y productividad que afectan al sector agropecuario colombiano en relación con el acceso y uso de la tierra. El objetivo es proponer acciones de política pública e instituciones que permitan superar estos problemas y promover el desarrollo productivo, competitivo e incluyente de la agricultura y los territorios rurales. El estudio se basa en evidencia histórica, teórica y empírica para argumentar que la entrega de tierra no es suficiente si no se acompaña de medidas que aumenten la productividad y el bienestar de los agricultores, especialmente los pequeños. El tratamiento empírico se basa en el tratamiento de datos del Censo Nacional Agropecuario de 2014. A partir de estos se realiza la construcción del modelo de meta frontera estocástica y ejercicios de costeo a partir de las asignaciones presupuestales que implican los proyectos de reforma agraria, además de los presupuestos destinados a las entidades implicadas en las políticas analizadas. El estudio plantea que una política de tierras integral y comprensiva es clave para impulsar la transformación del campo colombiano.
