La doble descentralización en el sector salud: evaluación y alternativas de política pública

Abstract

Colombia es un país descentralizado territorial y políticamente. En 1988 se realizó la primera elección popular de alcaldes y en 1992 la primera elección popular de gobernadores. Esta descentralización política se acompanó de un proceso de descentralización fiscal y administrativa. La primera transfirió mayores recursos a los gobiernos locales, y la segunda les asignó la competencia legal y las herramientas institucionales para ejercer más funciones.
