La Eficiencia En La Asignación Del Gasto Público Local:Servicios Públicos En Manizales Y Caldas

Abstract

Este estudio de caso para Manizales y Pereira en los 90´s se aproxima a las condiciones socioeconómicas de la población, coberturas y subsidios de los servicios públicos domiciliarios, analizando su incidencia distributiva, estructura de costos y tarifas. Las conclusiones muestran diferencias significativas en la asignación de subsidios entre dos ciudades tan cercanas, junto con un empeoramiento en la distribución del ingreso en Pereira. Los cambios en las tarifas de los servicios públicos domiciliairios sobresalen como medio eficaz para focalizar los subsidios a los hogares con menores costos que los necesarios para una reestratificación de la población. La eficiencia de los acueductos ha desmejorado notablemente, lo que podría convertirse en un serio problema en el futuro próximo.
