Medición del Desempeno Municipal: Hacia una gestión orientada a resultados

Abstract

Este documento describe la metodología y los primeros resultados de la Nueva Medición del Desempeno Municipal- MDM disenada por el Departamento Nacional de Planeación, con el apoyo de una Misión de Expertos bajo el liderazgo del Instituto de Estudios Urbanos de la Universidad Nacional. Después de 10 anos del primer cálculo del Índice de Desempeno Integral – IDI, se lanza la MDM que incorpora nuevos retos de las administraciones locales y variables que pretenden medir resultados de desarrollo con el fin de ser un instrumento útil para incentivar una gestión orientada a resultados. La nueva MDM se calcula con base en dos componentes: Gestión y Resultados; a través de un factor de ajuste que premia los avances en unas condiciones mínimas de bienestar. Además, incluye una categorización de los municipios que permite realizar la medición al interior de grupos comparables de municipios, para tener en cuenta la heterogeneidad de las entidades territoriales en cuanto a sus capacidades. Los resultados evidencian las altas diferencias en términos de gestión y de resultados de desarrollo según nivel de capacidad institucional. En Gestión, los principales retos se encuentran en la generación de recursos propios mientras en Resultados de desarrollo los mayores rezagos se presentan en educación y servicios públicos domiciliarios, exceptuando en las ciudades, donde su mayor reto es seguridad. Esta medición busca ser el primer insumo para una evaluación de la descentralización en Colombia que incluya la evaluación de resultados de desarrollo reconociendo las capacidades territoriales, y para la discusión frente al diseno de un sistema de transferencias municipales que incentiven la consecución de resultados.
