Evaluación de impacto del Programa Hogares Comunitarios de Bienestar del ICBF

Abstract

En este documento se presentan los principales resultados de la evaluación de impacto del programa Hogares Comunitarios de Bienestar del ICBF. Durante el ano 2007 el equipo de la Universidad de los Andes y PROFAMILIA recolectó información sobre 28,000 ninos entre participantes y potenciales participantes del programa y evaluó los efectos de la intervención sobre variables de estado nutricional, salud, desarrollo cognitivo y psicosocial de los ninos. Los resultados indican que existe un efecto positivo del programa sobre el estado nutricional de los ninos medido como la probabilidad de desnutrición crónica de dos a tres puntos porcentuales para ninos entre los 2 y 4 anos de edad únicamente. Se reporta, así mismo, un efecto negativo sobre el estado de salud medida con base en la prevalencia de EDA e IRA al comparar ninos participantes con no participantes. Sin embargo, este efecto negativo se reduce con la duración de la exposición al programa. Los resultados también indican efectos positivos sobre el desarrollo cognitivo de los ninos con exposiciones de al menos 15 meses al programa y efectos positivos de mediano plazo medidos como ganancias en las pruebas estandarizadas SABER en quinto grado de primaria. Finalmente, se observan mejoras significativas en desarrollo psicosocial, específicamente aumentos en la interacción adecuada con pares y disminuciones en conductas de aislamiento para ninos con más de 15 meses de exposición al programa.
