Digitale Innovationen, Neue Märkte und Telekomregulierung

Abstract

Die Regulierung von Märkten für innovative digitale Produkte und Dienste wirft eine Reihe grundsätzlicher Fragen auf, die nachfolgend zunächst aus theoretischer Sicht betrachtet werden. Dabei werden auch Aspekte des Schumpeterschen Innovationswettbewerbs in offenen Volkswirtschaften erörtert. Darüber hinaus ist der Focus auf die praktische Regulierungspolitik gerichtet, wobei als Analyserahmen die EU genommen wird. Vorgeschlagen wird mit Blick auf neue Märkte eine dynamische Regulierungsperspektive, die neben statischer Allokationseffizienz auch angemessen die dynamische Schumpetersche Effizienz in die Überlegungen einbezieht. Für die Regulierungspolitik in Deutschland bzw. der EU ergeben sich von daher erhebliche Anpassungserfordernisse. Die bislang weitgehend nationale Marktperspektive bei der Regulierung erscheint mit Blick auf wachsende Direktinvestitionen in der Telekommunikationsbranche in der EU als fragwürdig.
