Políticas de País y Logros de Regiones: el Caso de la Calidad de la Educación Secundaria en Colombia

Abstract

Este documento evalúa la convergencia a nivel municipal en el logro educativo de los colegios públicos y privados en el período 1980-2014, usando el test de Phillips y Sul (2007, 2009). Aunque los principios que dictaminan la provisión de educación pública son homogéneos en todo el país, y los esfuerzos que la descentralización de competencias y recursos hace para compensar las diferencias regionales, el logro educativo promedio de los diferentes municipios no evidencia patrones de convergencia global. No obstante, se establece la presencia de seis clubes de convergencia. Los primeros dos clubes, los cuales incluyen los municipios con mejor desempeño, están desproporcionalmente representados por colegios privados en municipios localizados en las principales áreas metropolitanas del país, mientras que los últimos tres clubes están compuestos principalmente por colegios públicos localizados en el litoral Pacífico y en la región Caribe. De esta forma, se hace evidente la necesidad de implementar reformas nacionales que no solo descentralicen el gasto, sino que también creen mecanismos que permitan mejorar la productividad en la provisión de servicios de educación de las diferentes regiones del país.
