Ökonomische Bewertung der Tierseuchenbekämpfung: Einsatz eines relationalen Datenbanksystems am Beispiel der Schweinepest

Abstract

Tierseuchen können aufgrund offener Grenzen und des freien Transports von Waren zu überregionalen Bedrohungen mit großem wirtschaftlichem Schaden werden, von dem neben den Tierhaltern auch vor- und nachgelagerte Stufen der Wertschöpfungskette betroffen sind. Im Bereich der Schweineproduktion ist die Schweinepest die Tierseuche mit den weitreichendsten volkswirtschaftlichen Auswirkungen. Aktuell steigt die Gefahr eines erneuten Seuchenausbruchs, da die Afrikanische Schweinepest (ASP) bereits Polen und Litauen erreicht hat. In diesem Beitrag wird ein Tierseuchen-Entscheidungs-Unterstützungs-System (TEUS) vorgestellt, welches unter verschiedensten Annahmen (Viehdichte, Anzahl und geographische Lage der Ausbrüche, Größe der Restriktionsgebiete, Bekämpfungsstrategien etc.) zur ökonomischen Bewertung eines Tierseuchenausbruchs eingesetzt werden kann. Mit TEUS können eine große Zahl von Szenarien, die durch entsprechende Parametervariationen einen ökonomischen Entscheidungsraum aufspannen, generiert, analysiert und ausgewertet werden.
