Möglichkeiten Und Grenzen Der Politikanalyse Zur Umsetzung Der Wasserrahmenrichtlinie -- Anwendung Eines Hydro-Ökonomischen Modellverbundes Für Das Weser Einzugsgebiet

Abstract

Landwirtschaftliche Maßnahmen zur Verbesserung des Gewässerschutzes gewinnen zunehmend an Bedeutung, da die Bewirtschaftungsziele der Wasserrahmenrichtlinie in vielen Regionen nicht erfüllt werden können und alle Sektoren aufgefordert sind, weitere Handlungen zu tätigen. Die Möglichkeiten und Grenzen von Politikanalysen im landwirtschaftlichen Gewässerschutz werden am Beispiel eines interdisziplinären Modellverbundes diskutiert. Dabei wird ein Ansatz vorgestellt, der ausgehend von der Nährstoffbilanzierung unter Berücksichtigung der Nährstoffabbauprozesse im Boden den Handlungsbedarf zur Erreichung der Bewirtschaftungsziele der Wasserrahmenrichtlinie und mögliche Maßnahmenpakete mit Hilfe eines hydro-ökonomischen Modellverbundes untersucht. Durch die Kopplung hydrologischer (MONERIS und GROWA/WEKU) und ökonomischer Modelle (RAUMIS) ist eine umfassendere Darstellung von Verursachern und Gefährdungen im Gewässerschutz möglich. Gleichzeitig birgt die Modellierung aber auch Grenzen für die Politikberatung, vor Allem im Bezug auf standortbezogene Analysen von Wirkungen und Kosten, Abbildungsbereich sowie die Kosten des Ansatzes, die in diesem Artikel diskutiert werden.
