Coopération territoriale transfrontalière entre la France et l'Allemagne: Évolution, convergence et perspectives

Abstract

Au cours des trente dernières années, les nouvelles formes et les nouveaux mécanismes de gouvernance se sont multipliés dans les régions frontalières d'Europe. La frontière franco-allemande a semblé se distinguer comme un adoptant précoce de nouveaux cadres de coopération, souvent suscités par des avancées au niveau européen d'une part, et par la coopération nationale bilatérale d'autre part. Cet article propose une analyse des politiques françaises et allemandes de coopération territoriale et de l'évolution de la coopération transfrontalière entre les deux pays. En prenant l'exemple de la Grande Région et de la Région du Rhin supérieur, nous examinons en profondeur deux représentations différentes de l'institutionnalisation transfrontalière. Nous discutons ensuite des perspectives renouvelées pour les régions frontalières qui découlent du traité bilatéral franco-allemand d'Aix-la-Chapelle. Suite à cette analyse, nous utilisons trois grilles conceptuelles - la gouvernance multi-niveaux, les soft spaces et l'inter-territorialité - pour réfléchir à l'évolution de la coopération territoriale transfrontalière. En conclusion, nos réflexions sur la situation franco-allemande inspirent des recommandations pour une prochaine phase de développement de la coopération transfrontalière européenne.
