Abstract

Chapter 8 discusses the China-Trans-Pacific Ocean Passage linking China to Latin America and the Caribbean predicated upon the latter offering an array of opportunities for geologistics projects. Progress is examined on four projects: the aborted Mexico high-speed railway, the stalled Nicaragua canal, the successful Port Paranaguá in Brazil, and wrangling over trans-oceanic railroad alternatives. Although the results have been problematic, this heightened Chinese activity in the Western Hemisphere has drawn a hostile reaction from the United States. This reaction has catalogued unsustainable debt burdens that have characterized other Belt and Road projects. Nevertheless, Beijing is likely to persist in this arena.
