Der Weg zu einer "Agenda 2030": Reformen zwischen objektiver Notwendigkeit und individueller Verweigerung

Abstract

Ausgangspunkt der Studie ist ein Paradox: Obwohl Deutschland vor allem aufgrund seiner zurückliegenden Reformen heute ökonomisch in einer vergleichsweise guten Verfassung ist, bleiben sie in vielen Fällen unbeliebt und politisch umstritten. Gleichzeitig hat sich bei Wählern und Politikern eine deutliche Reformmüdigkeit ausgebreitet, die im Gegensatz zu den Notwendigkeiten steht. Der demographische Wandel, der Klimawandel und der Zustand der öffentlichen Finanzen machen weitere Reformen unabdingbar, um deren Akzeptanz es derzeit aber schlecht bestellt erscheint. Vor diesem Hintergrund befasst sich diese Studie mit den möglichen Gründen von Reformwiderständen und Strategien zu ihrer Überwindung. Auf Basis nationaler und internationaler Umfragedaten wird die Veränderungsbereitschaft auf verschiedensten Feldern umfassend untersucht. Auf dieser Grundlage werden die Faktoren identifiziert, die besonders zum Reformwiderstand beitragen.
