Fachkräfte für Deutschland: Potenziale einer gesteuerten Zuwanderung

Abstract

Deutschland ist vor dem Hintergrund des demografischen Wandels auf qualifizierte Zuwanderung angewiesen, um langfristig seine Fachkräftebasis zu sichern. Zwar hat die Nettozuwanderung im Jahr 2014 mit 550.000 einen neuen Höchstwert erreicht. Allerdings sind nur 27.000 Personen im Rahmen der Erwerbsmigration von Fachkräften und Hochqualifizierten nach Deutschland eingereist. Um bei der Gewinnung von Fachkräften aus Drittstaaten noch erfolgreicher zu werden, sollte die gesteuerte Zuwanderung auf drei Säulen basieren. Die erste Säule bildet die bedarfsgeleitete Arbeitskräftezuwanderung von Personen mit konkretem Stellenangebot. Die zweite Säule besteht in der potenzialorientierten Fachkräftezuwanderung von Personen, die sich erwartungsgemäß gut in den Arbeitsmarkt integrieren können, aber noch kein konkretes Jobangebot haben. Die dritte Säule ist die Zuwanderung über das Bildungssystem. Zudem sollten die zuwanderungsrechtlichen Regelungen und Verfahren so angepasst werden, dass sie für Zuwanderungsinteressierte leicht nachvollziehbar sind.
