Auswirkungen der Wirtschaftssanktionen der EU und Russlands auf Wertschöpfung und Beschäftigung in Österreich und der EU

Abstract

Die vorliegende Studie analysiert und quantifiziert die volkswirtschaftlichen Auswirkungen der EU-Sanktionen gegen Russland auf Österreich und die anderen EU-Länder. Im Gegensatz zu vergangenen Arbeiten, in denen die Wertschöpfungs- und Beschäftigungseffekte der Exporteinbußen insgesamt im Mittelpunkt standen, werden nun mittels komplexer ökonometrischer Verfahren die konkreten Sanktionseffekte gemessen – also die Wirkungen jener Exportverluste, die nicht auf sonstige externe Faktoren (Rohölpreisverfall, Abwertung des Rubels usw.), sondern auf die Sanktionen und die damit einhergehende Verschlechterung der Handelsbeziehungen zwischen der EU und Russland zurückzuführen sind. Die volkswirtschaftlichen Wirkungen dieser sanktionsbedingten Exporteinbußen werden dabei anhand des weltweiten gesamtwirtschaftlichen Input-Output-Modells ADAGIO simuliert.
