Abstract

Die interne Migrationsrate ist in den EU-Beitrittsländern überwiegend auch im europäischen Vergleich niedrig und hat sich überdies in den meisten Ländern verringert, obwohl die regionalen Disparitäten zugenommen haben. Für diese Entwicklungen gibt es keine monokausale Erklärung; nationale Institutionen, Wohnungsmarktineffizienzen, Probleme in der regionsüberschreitenden Arbeitsmarktvermittlung und Verhaltensänderungen der Betroffenen tragen dazu bei. Eine Politik, die die interne Mobilität der Arbeitskräfte in den MOEL fördert, könnte demnach zum Ausgleich der erheblichen Arbeitsmarktdisparitäten beitragen. Erforderlich wäre dazu ein "Mix" an Maßnahmen, die die vielfältigen Ursachen der geringen Migrationsneigung ansprechen.
