Entkopplung der Direktzahlungen. Konsequenzen für Österreichs Landwirtschaft

Abstract

Die Vorschläge der Europäischen Kommission zur Reform der Gemeinsamen Agrarpolitik sehen insbesondere die Stärkung der Wettbewerbskraft und Umweltfreundlichkeit des Agrarsektors, die Verbesserung der Markt- und Qualitätsorientierung und neben der Sicherung der Agrareinkommen auch die Vereinfachung der Agrarverwaltung vor. Als Instrumente werden pauschale Flächenprämien anstelle flächen- und tierbezogener Produktsubventionen ("Entkopplung"), die Kürzung von Förderungen an größere Betriebe ("Modulation"), Produktionsauflagen ("Cross-Compliance") und ergänzende Maßnahmen im Programm der ländlichen Entwicklung vorgeschlagen. Zur Untersuchung der Auswirkungen der "Entkopplung" auf den österreichischen Agrarsektor hat das WIFO ein regionales partielles Agrarsektormodell entwickelt. Die geplante "Entkopplung" verändert die Einkommen auf Sektorebene – je nach Preisszenario – um ±0% bis –4%, dämpft die Pflanzenerzeugung geringfügig und die Produktion von Rind- und Kalbfleisch deutlich. Damit ist eine erhebliche Freisetzung des Faktors Arbeit verbunden. Die Flächenprämie stützt den Wert von Flächen "in gutem landwirtschaftlichen Zustand", und das Agrarumweltprogramm wirkt als stabilisierendes Element in der pflanzlichen Erzeugung. Die Verteilungswirkungen der Reformvorschläge innerhalb des Sektors Landwirtschaft hängen von den Details der Übertragbarkeit von Prämienrechten ab.
