Langfristige Tragfähigkeit der öffentlichen Finanzen: Modellrechnungen bis 2060 ; Studie im Auftrag des Bundesministeriums der Finanzen

Abstract

Im Vergleich zu zwei vorausgegangenen Tragfähigkeitsanalysen von 2005 und 2008, die das ifo Institut für das Bundesministerium der Finanzen (BMF) durchgeführt hat, berücksichtigt die Studie jüngste Entwicklungen wie die Finanzmarktkrise und erweitert den Zeithorizont bis 2060. Gegenstand der Studie, die dem aktuellen, Dritten Tragfähigkeitsbericht des BMF zugrunde liegt, sind Modellrechnungen zur langfristigen Entwicklung der öffentlichen Finanzen, unter besonderer Berücksichtigung der öffentlichen Ausgaben in denjenigen Bereichen, die von der demografischen Alterung aller Voraussicht nach stark betroffen sein werden: die gesetzliche Rentenversicherung, die Beamtenversorgung, die gesetzliche Krankenversicherung, die soziale Pflegeversicherung, die Arbeitslosenversicherung und die Grundsicherung für Arbeitssuchende sowie staatliche Ausgaben für Bildungseinrichtungen (inkl. Kinderbetreuung) und den Familienleistungsausgleich. Um einen Korridor plausibler zukünftiger Entwicklungen zu beschreiben, werden eine pessimistische und eine optimistische Basisvariante betrachtet, die sich in den zugrunde gelegten Annahmen bezüglich Demographie, Arbeitsmarkt und sonstiger wirtschaftlicher Entwicklung unterscheiden. Die Projektionen für die einzelnen Bereiche öffentlicher Ausgaben basieren auf so genannten demographischen Fortschreibungen auf der Grundlage amtlicher Statistiken. Sie stützen sich auf Bevölkerungsvorausberechnungen des Statistischen Bundesamtes und werden durch ein makroökonomisches Hintergrundszenario ergänzt. Die Ergebnisse werden nach einer vom Economic Policy Committee der EU entwickelten Methodik zu Indikatoren für die langfristige Tragfähigkeit der öffentlichen Finanzen in Deutschland zusammengefasst. Die aktualisierten Modellrechnungen verdeutlichen, dass in Deutschland mit Rücksicht auf die langfristige Tragfähigkeit der öffentlichen Finanzen nennenswerter Handlungsbedarf besteht.
