Langfristige Projektion der Haushaltsentwicklung für den Freistaat Bayern bis zum Jahr 2020

Abstract

Vor dem Hintergrund der Unsicherheit über die weitere Einnahmen- und Ausgabenentwicklung im Freistaat Bayern hat die Dresdner Niederlassung des ifo Instituts für das Bayerische Staatsministerium für Wirtschaft, Infrastruktur, Verkehr und Technologie eine Studie zum Thema Haushaltskonsolidierung, Infrastruktur und Standortwettbewerb erstellt, deren zentrale Ergebnisse in dem vorliegenden Beitrag zusammengefasst sind. Dabei wurden die Daten an die Ergebnisse der aktuellen Steuerschätzung vom November 2010 angepasst. Es zeigt sich, dass bei den zugrundeliegenden Annahmen zur Einnahmen- und Ausgabenentwicklung bis zum Jahr 2014 ein vollständig ausgeglichener Haushalt erzielt werden kann. Gleichwohl muss berücksichtigt werden, dass in der langfristigen Projektion keine weiteren konjunkturellen Effekte enthalten sind. Ausgehend von einem langfristigen Trendwachstum, sind demnach weder Boomphasen noch weitere Rezessionen einkalkuliert. Auch sind beispielsweise keine weiteren Haftungsfälle für Ausfälle der BayernLB oder sonstige Belastungen in der Projektion implementiert. Allerdings werden auch keine intensivierten Konsolidierungsmaßnahmen unterstellt, die über die aktuell gültigen Reformansätze hinausgehen. Jedoch zeigt bereits diese einfache Projektion, dass in den nächsten Jahren ein gewisser Konsolidierungsbedarf auf den Freistaat Bayern zukommen kann. Deshalb sollte auch weiterhin eine nachhaltige Wirtschafts- und Haushaltspolitik verfolgt werden.
