Datenangebot der amtlichen Statistik: output-orientierte Programmplanung als Ansatz zur Erhöhung der Reaktionsfähigkeit

Abstract

Der steigende Informationsbedarf in der Gesellschaft und die zunehmende Nachfrage nach aktuelleren sowie detaillierteren Daten verdeutlichen, wie notwendig die Flexibilisierung des Statistischen Systems und des Statistischen Programms ist. Die auf europäischer Ebene praktizierte Output-Orientierung bietet einen Ansatz für eine flexible Programmplanung. Aus einem Mehrjahresprogramm als strategischer Planungsgrundlage können in Jahresprogrammen konkrete Maßnahmen abgeleitet und flexibel nach aktuellem Bedarf angepasst werden. Welche Wege muss die amtliche Statistik in Deutschland gehen, um mit einer möglichst zukunftsgerichteten Programmplanung eine flexible Reaktion auf neu auftretende Daten- und Informationsbedarfe zu gewährleisten?
