Bündnis für Arbeit: Eine Randnotiz

Abstract

In der aktuellen Auseinandersetzung um ein Bündnis für Arbeit, die aus dem vielbeachteten Vorschlag des Vorsitzenden der Gewerkschaft IG-Metall Zwickel resultierte, werden eine Reihe von Modellen diskutiert, die letztlich zu mehr Beschäftigung führen sollen. Einem Aspekt der Diskussion soll in dieser Randnotiz aus theoretischer Sicht etwas nähergetreten werden. Dabei handelt es sich um effiziente Arbeitsverträge, die bei einem gleichzeitigen Verhandeln über Lohn- und Beschäftigungshöhe zu mehr Beschäftigung führen sollen. Hierbei werden die Anreizprobleme aufgezeigt, die den Abschluß derartiger Verträge auf Einzelbetriebs- und auf Verbandsebene verhindern. Die Einführung handelbarer Lizenzen über die Erfüllung von Beschäftigungszielen können effiziente Arbeitsverträge auf Verbandsebene anreizkompatibel machen.
